With reference to the latter part of

paragraph 2 of your Despatch No. 300 of the 12th. September

last, I have the honour to submit that as the Sterling Salary

Scheme has hitherte been confined, as far as this Colony is

concerned, to Officers entitled to Exchange Compensation, it

is not desirable that Mr. Young Hee should be allowed to

participate in that scheme. In Sir William Gascoigne's Des-

patch Ne. 181 of the 8th. May it was recommended that ar.

2018 Young should be placed on the fixed establishment at a salary

of $1,800 rising te $2,400 per annum. This pay is in my opinion

sufficient. The Sterling Salary suggested by you £270 rising

to 2360 per annum is at the present rate of exchange equiva-

lent to about $3,100 rising to about $4,100, and is therefore

higher than the highest rate of salary in the classified schen e

for Subordinate Officers. On this account I submit that Mr.

Young be afforded the permanent appointment at the rate of

salary already recommended. In addition to this, however, I

an of opinion that as Mr. Young has an exceptionally good

command of the English language his services might very profit-

ably be availed of for the purpose of teaching English to the

Chinese Schoolmasters in the Education Department; and I

recommend that with this view Mr. Young be granted an additional

allowance
